PGIN earns PCOO national recognition for supporting FOI programsDec 07, 2017
The Presidential Communications Operations Office (PCOO) hailed the Provincial Government of Ilocos Norte (PGIN) as one of the awardees in the 2017 Freedom of Information (FOI) Awards held at Rizal Park Hotel, Manila, on December 4.
Earlier this year, PCOO Assistant Secretary for policy and legislative affairs Atty. Kristian R. Ablan considered PGIN as a "leading example of local government units embracing freedom of information."
Last September 2016, the Sangguniang Panlalawigan (SP) of Ilocos Norte passed the Provincial Ordinance No. 002-2016 or the "FOI Ordinance in the Province of Ilocos Norte" which mandates on "providing rules in the implementation of the right to access to information of the people of Ilocos Norte including component cities and municipalities." The ordinance was spearheaded by SP Member Atty. Da Vinci Crisostomo.
With the ordinance, every resident of Ilocos Norte can have access to information, official records, public records and to documents and papers pertaining to official acts, transactions or decisions of local government offices and officials, both in the executive and legislative departments — a same rules promoted by the PCOO.
Meanwhile, PCOO in partnership with PGIN conducted an FOI forum last April, making Ilocos Norte among the first provinces to conduct the FOI seminars. The initiative led and encouraged other local government units in the province to follow.
Atty. Ablan, who was a Former Ilocos Norte SP Member, lauded Ilocos Norte Governor Imee R. Marcos for the said cooperation, and for the Provincial Government's efforts in maintaining and promoting transparent governance in the province.
With these efforts, PGIN was chosen for its "exceptional and significant contribution to the FOI Program's progress and development." The award was received by Mr. June Arvin C. Gudoy, Provincial Information Officer.
Other awardees include different government departments and agencies, namely Department of Budget and Management, Philippine Statistics Authority, and National Housing Authority, among others.
[subhead] PGIN multimedia information dissemination reaches grassroots
PGIN, through the Communications and Media Office (CMO), one of the departments certified under ISO 9001:2015, has been committed to maintain a systematized and thorough documentation and information dissemination throughout the province since 2010.
Headed by Mr. Gudoy, the CMO publishes regular press releases on current events, activities, and programs of the PGIN; as well as rapid and transparent information dissemination using different media platforms.
As part of Governor Imee R. Marcos' one-stop program Paspas Dur-as! ("Mabilis na progreso"), the Paspas Dur-as! Provincial newsletter is written in Ilocano and is circulated and personally distributed in every town, even to farthest-flung barangays in the province.
Four (4) pages in the newsletter are intended for the province's quarterly statement of budget and expenditures, financial and tax reports as well as delinquent real estate taxes. Public announcements, job vacancies, and upcoming event are also included.
Also, Paspas Dur-as! Facebook Live sessions and Paspas Dur-as! radio program are on a daily basis bringing current news bits and entertainment to the public. The programs start at 11:00 AM and 7:00 AM, respectively.
Online live video and photo coverage, audiovisuals, and quality info-graphics are also posted on the office's Facebook pages and other social media properties to ensure interactive and real-time documentation of programs and events spearheaded by the Provincial Government. This include the regular Sangguniang Panlalawigan sessions every Tuesdays, serving as an avenue for Ilocanos to be updated with the policies and resolutions made by the provincial board members.
