Ilocos Norte, PLDT sign MOA for PIRM 911 hotlineJan 26, 2017
The Provincial Government of Ilocos Norte (PGIN), PLDT, and Smart Telecommunications signed a memorandum of agreement (MOA) yesterday, January 25, officially launching the Provincial Incidence Response Management (PIRM) 911.
PIRM 911 opened to the public as an emergency hotline in December 23, 2016, using a set of temporary contact numbers.
Governor Imee R. Marcos had described the system then as done "Ilocano style━whatever we have, we use for the meantime," but pushed through with the soft launch together with Ilocos Norte Police Provincial Office (INPPO) Provincial Director Jose Melencio Nartatez Jr. "to let it get up and going para tuluy-tuloy na ito."
With the contract signing done, people can now simply dial "911" and automatically connect to the Provincial Capitol's emergency call center.
"We never take peace and order for granted, for they are the first requisite to development," said Governor Marcos, urging that "anti-criminality, community intelligence, and the use of technology all have to be prioritized."

Kukunin namin yung pangalan ng caller, location, at summary of the incident, then we immediately report it sa agencies depende sa kaso," shared one of the call-takers.*
The response team, composed of nine call-takers and 12 police personnel, then inform the corresponding municipal, city, or provincial agencies about the incident. Said agencies include the INPPO, the Bureau of Fire Protection (BFP), and hospitals throughout the province.
After the response time set at five to seven minutes, the team follows up the contacted agency for a report on how the situation was handled and current outcome.
In addition to programming the 911 hotline and building the needed system, PLDT and Smart also provided PGIN with the necessary computer equipment to keep the hotline running 24/7 and ensure that communications regarding each incident are done smoothly and rapidly.

The call-taker also shared, "For the meantime, sabi ng PLDT, hindi lang Ilocos Norte ang sakop... We also have yung mga malalapit na probinsiya like Cagayan, Abra, Ilocos Sur, and some parts of La Union."
"Kung sino ang pinakamalapit na probinsiya na may 911, doon papasok yung tawag. Halimbawa, wala pang 911 sa Ilocos Sur. Kapag may nag-dial ng '911,' papasok 'yan dito sa atin, tapos kami ang magco-contact ng police or any agency narelated doon sa incident," they added, explaining that such would be the case until all provinces in the country have been able to set up their own local 911 systems.
To date, there are a total of 21 emergency responders manning the PIRM 911, scheduled into three shifts per day.
The response team shared that they are anticipating improvements to the CosmoCall system as well as training sessions to further sharpen their handling of emergency calls.
Vice Governor Angelo Marcos Barba also reiterated Governor Marcos' vision for Ilocos Norte to become "livable, sustainable, and resilient" through creating places "wherein our constituents can live safe, happy, and fulfilling lives."
