Gov. Marcos hailed as Outstanding Governor for Social DevelopmentApr 23, 2019
A fitting testament to her commitment to holistic human development, Ilocos Norte Governor Imee R. Marcos is set to receive the 2019 Gawad Parangal for Outstanding Governor for Social Welfare and Development, an award bestowed by the Association of Local Social Welfare and Development Officers of the Philippines Inc. (ALSWDOPI). The awarding ceremonies will be held tomorrow, April 24, at the Waterfront Hotel, Cebu City.
A national organization of provincial, municipal, and city social welfare and development officers, ALSWDOPI recognizes efficient, innovative, and proper enforcement of social and development programs, projects, and activities.
Governor Marcos is serving her third and final term at the helm of Ilocos Norte, and is seeking a senatorial seat this year's Midterm Election.
During her first term in 2010, she committed to eradicate poverty in the province with her tagline Paspas Dur-as ("mabilis na progreso"), which paved way to programs for agricultural development, inclusive employment services, medical assistance, and infrastructure development, among others.
Some of Gov. Marcos' notable social welfare and development programs are the creation of Sirib Express, a Gawad Pook Outstanding Local Government Program in 2015 that aims to deliver basic services to schools, identify the needs and concerns of the youth, and provide opportunities to out-of-school youth, indigents, and job-seeking graduates; the intensified Task Force Trabaho Program that generates employment opportunities for Ilocanos such as the entrance of business process-outsourcing (BPO) giants Accenture and Alorica in the province, support for SMEs and local businesses, provision of Self-Employment Assistance Program, and the creation of "Saguip Nars," a job placement program that allows nurses to gain their minimum experience requirement.
These employment campaigns led to the fall of unemployment rate from 37 percent in 2010 to 7.3 percent in 2018.
Moreover, Gov. Marcos transformed the Provincial Risk Reduction and Management Council (PRRMC) into the Provincial Resilience Task Force (PRTF) for a "quick response and early recovery" from possible outbreak of diseases, earthquake, climate change, El Niño, terrorist attacks and the like. She also launched the localized 911 Hotline for quicker communication between the public and the local authorities in time of emergencies and disaster; and initiated the "Lolo and Lola's Watch," a program that prioritizes senior citizens during calamities, particularly those who live alone, in order to ensure their security.
As a result of the governor's unwavering efforts in attaining a constantly "livable, sustainable, and resilient home province" to Ilocanos, the 2015 Poverty Census recorded Ilocos Norte as the province with the lowest poverty rate in Region I, and fifth lowest among the provinces in the country. Ilocos Norte continues to reduce its poverty incidence from 24 percent in 2010 to 3.3 percent in the latest record.
A recipient of many other awards, Gov. Marcos has also been recognized by the Superbrands International as Most Outstanding Governor for three consecutive years (2015-2017), thereby elevating her to the prestigious Hall of Fame.
